Fondation Sophia-Antipolis: Jean-Noël Durvy appointed Director General


A specialist in innovation and European policies will become head of the Fondation Sophia Antipolis from July 1st 2010.
After his studies in maths and applied economics (he holds a PhD in Applied Economics from the University of Paris Dauphine), Jean-Noël Durvy taught for 7 years at the University of Reims before working as an Economic Statistician at the Prime Minister's cabinet from 1974.

He joined the European Commission in October 1978 as Director of the Computer centre, becoming head of the DG « Information Society » Unit in 1988. He headed the unit of « Evaluation and exploitation of research results» from 1988 to 1993, then worked as head of the unit of « Strategic aspects of innovation and exploitation of research results - Intellectual Property Rights» from 1993 to1999.

He joined DG Entreprises as head of the « Innovation Policy» unit (1999-2004), then headed the « Financing SMEs Entrepreneurs and Innovators » unit until October 2007.

In 2007 he became Director of the Innovation Policy Directorate of DG Entreprise and Industry». This Directorate covers four units and employs around 100 people. His work focused on the design and implementation of the European strategy of innovation as well as a substantial part of the Competitiveness and Innovation framework programme.

He left the European Commission at the end of June 2010 having become probably one of its most knowledgeable members. With his many skills, his open-mindedness and his affability, he will be sorely missed not only in Brussels, but also throughout Europe.
Jean Noël Durvy had a number of interests; travelling, meeting people, discovering different cultures, and he enjoyed quiet moments of reflexion, reading and writing at his home, which he has finished restoring, lost in the Var countryside between Aix and Toulon.

Sustainable environement: The WAVE project launches its second phase
The WAVE Project, a European Commission initiative, within the e. participation program is launching its second phase. The first phase regrouped overall 100 users in each pilot site: France, Lithuania and the United Kingdom.

On April 22, during the Earth Day 2010, the partners proceeded to the official launch of the second phase: the objective today is to reach 6,000 users over Europe.

The ultimate goal of the Fondation Sophia Antipolis, responsible of the program in France, is to create a community of users and debaters in charge of testing online the WAVE platform and its innovating tool: the Debategraph. This forum will use ground breaking graphical techniques to enable everyone, regardless of their level of knowledge, to exchange views and debate on complex climate change issues.

WAVE is a participative tool which aims to restore a link between citizens, special interest groups and decision makers on the elaboration of environmental policies.

Furthermore, this initiative promotes the development and the use of Information and Communication Technologies to make an impact on complex EU environmental legislation on climate change more accessible and easy to understand for citizens, special interest groups and decision maker.

Among the next themes that will be discussed in June on the WAVE platform, we shall discuss about the effects of the Football World Cup 2010 on the environment. Tickets, sports equipment, the fields and the sprinkler systems, massive used transports, etc …: the internet users will be able to discuss freely of these subjects online.

The WAVE Project will take end in January 2010, after which the European Commission will decide whether this tool is efficient among others and if it should be used more intensively.

The new Toyota concept designed in Sophia Antipolis
Toyota, at the height of it success with its hybrid range, unveils a concept designed by the Toyota Europe Design Development located in Sophia Antipolis, south of France.
This new concept which is 55 centimetre shorter in overall length than Prius 3, foreshadows a future model positioned under the Prius 3 model.
The vehicle is positioned as Compact Hybrid (Toyota FT-CH) and is part of a broader program of eight models that work with alternative energies.
Toyota plans for 2012 other hybrid models running on gasoline and electricity or using entirely electrical energy. 2015 should see the emergence of model using hydrogen.

HAÏTI Fund
The Fondation Sophia Antipolis has decided to create a fund dedicated to the school and research system of Haïti, in cooperation with Serge Miranda, professor at the University of Nice Sophia Antipolis, who has been involved with Haïti for years.
Donations received, among others, by companies and people of Sophia Antipolis will be given to an association managed by Professor Frantz Verella, from the State University of Haïti.

Donors will get a receipt to benefit from the advantages of the Aillagon law.

Technological cooperation program between France and Israel : 8th call for proposals
In line with the agreement to develop technological cooperation between French and Israeli companies, OSEO for France and the Matimop (Israeli centre of industry dor R&D), acting on behalf of the Office of the Chief Scientist (OCS) of the Ministry of Industry, Trade and Employment of Israel, have made a call for proposals to select innovation projects likely to receive funding.
The aim of this call for proposals is to bring forward R&D projects that are being developed by companies from the two countries and that are likely to receive funding from the two aforementioned institutions. Every technological sector is concerned.
This bilateral program between France and Israel uses the application form conceived by Eureka, in order to facilitate any process of application to the Eureka label for interested companies. A large pan-European program to support collaborative industrial research, Eureka, among other things, allows projects to receive a broader promotional visibility.
The Eureka initiative, started in 1985, will celebrate its 25th anniversary during the Israeli presidency, from June 2010 to June 2011.
Consequently, Franco-Israeli innovation projects will enjoy an increase of their visibility at the European level, during this period.

Roselyne Koskas, director of the Fondation Sophia Antipolis, left the foundation on January 1st, 2010 to pursue new professional activities.

For almost twenty-five years, she worked with honorary Senator Pierre Laffitte, President of the Fondation Sophia Antipolis, in various structures : the Association Technopole Service (which became Inno TSD, a consultancy company well-known in Europe), the Route des Hautes Technologies, crucial to the region PACA, now called Méditerranée Technologies, the Senate, and finally the head of the Fondation Sophia Antipolis.
Her competence, her creativity, her organisational talents and her tenacity allowed for the whole park of Sophia Antipolis to grow its reputation as a model science park, recognized worldwide. The innovative spirit which prevails there was appreciated by all French clusters. The success of the annual “Forum des Pôles” event, supported, among others, by the Ministry of Industry, bears witness to that.
At a time when Europe finally values innovation and considers clusters, science parks and other innovative hubs to be the main factors of competitiveness, one must underline the Sophia Antipolis example as a precursory one. Roselyne Koskas largely contributed to this by continuously favoring encounters and reflection likely to create and strengthen the appropriate links between companies and countries.
Her work at the international scale was hailed by Mrs. Anne-Marie Idrac, State Secretary for Foreign Trade, who awarded her with the badge of Chevalier de la Légion d’Honneur last June.

For the attention of the Turkish authorities, a workshop for the diffusion of good practices for developing an ecosystem based on knowledge was held on 28th January 2009 at the Fondation Sophia Antipolis.
As part of a programme of technical assistance for the EuropeAid programme of the European Commission to support the development of a clustering policy in Turkey, the Fondation Sophia Antipolis has described its past, present and future initiatives for developing the technopole and more broadly their actions towards the Competitive clusters.

It presented the Sophipolitan model which celebrates its 40th anniversary this year; from the beginning, it was based on the development of an ecosystem based on knowledge requiring that the different spheres interlink and that the boundaries between the different ways of representation (public decision-makers, finance-contractors, knowledge institutions, innovative companies) should disappear to encourage rallying points for projects. This assistance is provided by the team at the Fondation Sophia Antipolis, chaired by the honorary Senator Pierre Laffitte, and leads a large number of projects aimed at encouraging transnational cooperation, promotion of excellence of cluster organisations and improving the integration of Innovative SME’s into clusters. soulier@sophia-antipolis.org

The Fondation named as an affiliated member of the “Europe Enterprise Network”
The Fondation Sophia Antipolis has been named as an affiliated member of the European network EEN, the "Europe Enterprise Network", the biggest network of contacts for information and advice for enterprises in the European Union, in particular small and medium sized companies (SME).This network is an initiative of the DGE and Industrie de la Commission, a key instrument in the Competitive Innovation Programme (CIP). It consists of 600 local points of contact, employing around 3,000 experienced employees spread around Europe.

The fifth organisation to receive the status of affiliated member, the Fondation also becomes the favoured point of contact for the members of the EEN network wishing to establish relations with French competitive clusters and more broadly with the ensemble of their French and Foreign partners.

Sophia: Inno-TSD pilot of “Erasmus Young Entrepreneurs”, launched in Marseille
Inno-TSD, a company whose corporate headquarters are at Sophia Antipolis; is the only organisation in metropolitan France chosen by the European Commission to lead the pilot for one of 22 broadcasting platforms of the “Erasmus Young Entrepreneurs” in Europe. This year’s general theme is human development and developing countries.

You have an excellent chance of being one of the prize-winners, because we attribute a first place prize to each of the 27 member states of the E.U. The 27 prize-winners will win a five-day trip to Africa, where they will visit cooperation projects to get an idea of development work is like. The teachers who supervised the pupils are also invited.

Second place winners will not lose out; The 27 finalists will be invited to a prize-giving ceremony along with their teachers and the prize-winners.

This means that the pupils will have the occasion to exchange opinions and experiences between themselves and with others. You can share and discuss your knowledge between colleagues and friends. As a consequence, the European youth will be made aware of the problems of development and participate in a productive discussion on the future of European cooperation on development which will follow.

The young people can then better understand the situation and the actions to take in Africa, and will maybe realise that the politics of development does not only concern the poor in distant countries but it also touches all of us.

Oxygen: Quescom - National prize champions
The major actor in the market of Fixed-mobile convergence, QuesCom, received the 1st national prize for the most important growth in the Telecom and Networks category of the Deloitte Technology Fast 50. A growth in turnover of more than 1800% over 5 years made QuesCom worthy of the "Fast 50" first prize of the 8th edition of the Trophy organised by the Deloitte cabinet of which the Prize list was revealed on 1st December, 2008 in Bets. ADEME - Grenelle Environnement – Renewable Heat Funds: launch of the first appeal for projects in industry and agriculture sectors:
Jean-Louis BORLOO presented last November a plan of 50 operational measures in favour of the development of renewable energies. According to a commitment taken by the State within the framework of Grenelle Environnement, this plan foresees the implementation of a "renewable heat fund", allocated with one billion Euros for the 2009-2011 period, to develop from renewable sources such as wood, geothermal energy, solar energy and heat production in the service sector, industry and agriculture, and to improve and diversify the sources of heating in the collective environment. New manager for the CSTB
Carole Le Gall was named as manager of the CSTB from 1st December, 2008. As manager of the Adème (Agency of Environment and Energy Control) since 2006, she had the responsibility of the strategy and action plan in the domains of Energy, Air and Noise. Chief engineer of the body of Mines, Carole Le Gall has a Master of Science (Civil and Environmental Engineering) from Massachusetts Institute of Technology (MIT) de Boston.

Open web awards: Ipernity.com (Sophia) wins ahead of Flickr and Tinypics
A worthy recognition for the sophipolitaine start-up Ipernity.com: it has just taken away the 2nd Open Web Awards in the category "Photo Sharing Sites", beating American competitors Flickr and Tinypics. The Web2.0 company founded by Christophe Ruelle and directed by Christian Conti, two of the big Web pioneers in the science park, is the only French winner in this world competition which rewards the best innovations of the Web in 26 categories. The INRIA calls for an "identity web"
THE INRIA has made an invitation to tender to the JO for revision of all external Web sites. The revision aims at giving an editorial, graphic, ergonomic and technical coherence in nine "institutional" Web sites by means of a platform of Web communication similar to the head office and to the research centres in regions. Eventually, it will be a question of creating on a single platform one complete "Web identity" for the INRIA.

Objective: identify opportunities of subcontracting and collaboration.
The SME Pact is a plan implemented since the end of 2005 by OSEO and the Richelieu committee with the aim of facilitating the relations between the innovative SME’s and the major accounts. It involves systems of support and policy of exemplary nature, on the basis of a voluntary commitment of transparency taken by the major accounts who wish to do so.
50 major accounts signed the SME Pact and 1750 SME’s participated in their programmes in 2007.

IBM La Gaude: presentation of the latest innovations and new manager
IBM Gaude will announce in early December its latest technological innovations. At these moments of economic crises where innovation shows itself more than ever as a necessity for the transformation of companies and territories, the azuréen research centre Big Blue will on Thursday, 4th December present a set of state-of-the-art innovations which will help their customers transform their models. It involves in particular the issues in communications unified for the companies of tomorrow, the inauguration of the excellent UC2 centre, the professional arguments for the industry, distribution and finance.
IBM has therefore organized a press trip to the National media on the subject of " A voyage into the heart of unified communications ". A presentation of these new opportunities on the IBM La Gaude site will also be made late in the afternoon in aid of the territorial azuréen leaders and representatives of the regional economy. Creation of the Chair for "Forward-thinking Modelling in the department of Sustainable Development"
The Chair for forward-looking Modelling in the department of sustainable development is held by MINES Paristech, the École des Ponts ParisTech, AgroParisTech and ParisTech, in partnership with the ADEME, EDF, RENAULT, SCHNEIDER ELECTRIC and TOTAL and through the FI3M and through the Foundation of l’École des Ponts.
Grandes Ecoles (prestigious uiversities), industrialists and institutional actors unite their efforts around a common ambition, to perpetuate tools of forward-looking modelling on issues in sustainable development. By adopting a forward-looking initiative, the Chair has in effect vocation to facilitate the decision-making on the basis of possible future scenarios on questions of energy and climate policies, industrial development and technological choice.
The Chair of forward-looking modelling will also contribute to the international influence of their co-founding teams and their partners via the invitation of foreign professors, the organization of international conferences and a presence strengthened within the international authorities of expertise. Initiatives of targeted training along with the partners of the Chair will moreover create the drive towards building a network of high level skills.
The scientific operation articulates around the work of both of the expanding research teams for the Chair, the Centre of Applied Mathematics (CMA - MINES ParisTech) and the International Research Centre for Environment and Sustainable Development (CIRED - common laboratory École des Ponts ParisTech/ AgroParisTech/CNRS/EHESS).
The well-balanced contributions of these partners will equip the Chair with a 3 million euro budget over 5 years allowing the development of forward-looking and innovative modelling tools capable of meeting the expectations of partners on operations targeted at questions of energy and climate.
The inauguration of the Chair will begin with an international conference, co-organized by the ETSAP (Energy Technology Systems Analysis Programme), planned for Tuesday, December 16th, 2008 at MINES ParisTech at Sophia Antipolis.

The Journal des Entreprises is prize-winner of Trophies 2008 from the Press innovation
The Journal des Entreprises – the monthly information magazine about economic current events and company life, established in the Alpes-Maritimes since November 2007 - was awarded as prize-winner of the national Trophies of Press Innovation on Wednesday, 19th November in the setting of the French Press Congress which gathered in Lyon for three days. Distinguished by the jury as “a very good project, very original and intelligently positioned ", The Journal des Entreprises confirms a local ambition asserted in the service of company leaders and all of those whose actions contribute to economic development. This distinction also recognises the implementation, in less than two years, of the first national network of economic newspapers, thriving today with 22 editions of the Journal des Entreprises implanted in ten main economic areas of France – outside of Ile-de-France.
