J.E.U. University Youth Enterprise - A new status. |
| |
What
is a university youth enterprise?
This
new university youth enterprise status (JEU) aims to encourage
students or other people involved in senior academic research
establishments to create businesses and develop innovation
within enterprise. This new status is the result of collaboration
between ministers Christine Lagarde, Valérie Pécresse
and Hervé Novelli.
It concerns
the extending of the status of young innovating businesses,
and its advantages, are seen by young university businesses.
Currently, this status applies to SMEs younger than 8 years,
and creating new activities which spend on R&D at least
15%.
These
businesses benefit from much fiscal relief: total of contractual
imposition; employer expenses on salaries of people affected
by R&D projects; total of tax on profits for the first
three profit making activities. This exemption exceeds 50%
for the following two activities; tax layers on built properties
and professional tax on collective territorial deliberation
and public inter-communal cooperation establishments having
proper finance.
The
university youth enterprise has to be set up by a student
or a member of a higher education establishment in order
to value the research work. It should be managed or maintained
directly at least 25% by a student or a holder of a Masters
or Doctorate of at least five years, or by someone involved
in teaching or research. The business and the Higher Education
Establishment must sign a convention detailing the conditions
of the valuation of the research work, their nature and
attributed services to university youth enterprise.

A
reinforced research tax credit |
| |
To encourage businesses to invest more in R&D, public authorities
have been given a research tax credit utility. From now on 100%
of R&D spending will be eligible for research tax credit.
To defeat this penalising phenomenon for the French economy,
public authorities have started a profound reform of the Research
Tax Credit (CIR) which was established in 1983. Their 2008 R&D
spending will be of higher value in 2009, when businesses will
be able to deduct 30% of their R&D expenditure budget to
€100 Mn and 5% beyond that. This deduction will reach 50%
of its same spending in the first year and 40% the second year.
