in 1998 and put under
the guardianship of
the Ministry of Higher
Education, and the Ministry
of Communication Technology,
SUP’com is a school
of technologists located
within the technological
park of Tunis “El
Gazala”, carrying
the objective of training
scientific and technological
engineers, apt to conceive
and put into place telecommunication
services, systems and
networks. The Foundation
Sophia Antipolis presented
their activities, and
the history of Sophia
Antipolis, which was
followed by a guided
tour of the technological
park.

The Foundation Sophia
Antipolis welcomes a
delegation from the
Parc de Fornebu, the
Norwegian biggest office
complex built on the
grounds of the old Olso
airport, next to the
fjord. Upcoming cooperations
have been evoked.

2006 and Friday 1st
of December 2006 : French-Moroccan
partnership with the
view of internationalising
the Fès-Boulemane
technological park project.
On
the 30th of November
and 1st of December
the Foundation Sophia
Antipolis is organising
a workshop that will
unite around 70 people
with a view of exchanges
on the future technological
park in Fès-Boulemane
(Morocco) and to establish
links between the workers
of Sophia Antipolis
and Fassi. This workshop
is designed to encourage
bilateral cooperation
between the Foundation
Sophia Antipolis and
the region of Fès-Boulemane
(Morocco) that put in
place a study on the
setting up of a technological
park in Fès.
Validated by the Fès-Boulemane
Regional Council last
September, the results
of this study have shown
favourable conditions
for the setting up of
a technological park
on this territory and
orientated the development
choices around 3 channels
:
1.
Recognised channel:
crafts work, agriculture,
perfumes and essences.
2. Emerging channels:
valorisation of patrimony,
construction, tourism,
research and health.
3. Channel to fertilise:
new services linked
to T.I.C, support for
innovation and sustainable
development policies.
In order to implement
the recommendations
that have been found
through the study, an
important delegation
of decision makers from
the region of Fès-Boulemane
will take part on 4
meetings on above-mentioned
themes as well as the
subjects linked to the
organisation and promotion
of the technological
park. The challenge
of this meeting would
be to exchange good
practices around these
subjects and to initiate
operational partnerships
to promote the emergence
of the principal projects
between academic, institutional
and private workers
for the region of Fès-Boulemane
and those from the Sophia
Antipolis park.

Norway SINTEF
The Director of the
Norwegian Foundation
for Scientific and Industrial
Research (SINTEF) was
received by the Foundation
Sophia Antipolis in
order to present the
activities of the Foundation
in terms of scientific
and cultural stimulation,
and also the activities
of the park, notably
those related to competitiveness
clusters. During this
meeting emphasis was
put on the eventuality
of signing a partnership
agreement in order to
actively support joint
activities.

Friday 29th of September
2006 : Canadian delegation
At a manifestation that
took place in 2005,
the professor Lucien
WALD from the Ecoles
des Mines in Paris had
the opportunity to meet
Mr and Mrs GRAVEL who
are both senior officials
at the Canadian environment
ministry, one in charge
of questions on transport
and on equipment and
the other in charge
of human resources.
They have since created
a company that offers
services in the areas
of human resources and
information technology.
This visit enables the
presentation of the
sophipolitan context
and to anticipate the
possibility of cooperation
notably with the training
department of the Foundation
Sophia Antipolis.

: towards a better integrations
of SMEs in European
policies
The Foundation Sophia
Antipolis welcomed 7
European projects representing
around 100 European
decision makers, in
order to have their
work meeting. They also
participated in a manifestation
entitled “Towards
a better integration
of SMEs in European
policies” which
was chaired by Senator
Pierre Laffitte and
which aimed to create
a “Sophia Antipolis
Memorandum” in
order to improve the
development of SMEs.
This requires strong
measures. The meeting
followed the signing
of the “SME Pact”
by the Foundation Sophia
Antipolis on the 11th
of May 2006 at Marseille
with the Richelieu Comity
and Oséo Anvar,
in presence of Francois
Loos Minister in charge
of industry.
This Pact was a measure
launched in September
2005 under the sponsorship
of Thierry Breton, in
order to try and facilitate
the relations between
SMEs and big companies.
But also the activities
engaged by the Foundation
Sophia Antipolis on
the subject, notably
under the aegis of the
Club Sophia Croissance,
launched on the 16th
of January 2006 and
that allows the facilitation
of the integration of
SMEs into the competitive
clusters.
Assuming its role of
interface the Foundation
Sophia Antipolis organised
this event in order
to provide an occasion
to reflect together
upon the current state
of affairs of the measures
aiming to support the
development of SMEs
in order to contribute
to the reflection is
currently lead by the
European instances on
this question. It is
possible to set up American
SBA (Small Business
Administration) programmes
without having to import
the whole North-American
system. It has become
indispensable to understand
how to make the development
of our SMEs and the
apparition of new large
companies possible.
This meeting provided
an opportunity to share
project results, to
consolidate respective
networks, to exchange
on new European regulations
(FP7, Structural funds,
etc.) and to present
the activities of the
Foundation Sophia Antipolis.

Numerous meetings were

future entrepreneurs
(Young Arab Leaders).

In the setting of the
international cooperation
between Sophia Antipolis
and the Bahrain Kingdom,
an important delegation
of young future entrepreneurs
(Young Arab Leaders)
was received at the
Foundation Sophia Antipolis.
Their visit was jointly
initiated by the Foundation
Sophia Antipolis and
the investment bank
Kuwait Finance House
Bahreïn.
Their stay with be dedicated
to having meetings with
companies in Sophia
Antipolis and the Alpes-Maritimes.
This programme of meetings
will strengthen the
relationships between
the two countries and
will create cooperation
opportunities for the
businesses in the department.
The Kuwait Finance House
in Bahrain has the project
of creating a technological
park in the south of
the country and is specifically
aiming at the competitiveness
clusters: environment,
renewable energies,
sustainable development,
TIC and biotechnology.
The Kuwait Finance House
is the first investment
bank in the Golf countries.
They were welcome on

in Germany representing

This centre was jointly
created by the University
of Karlsruhe (TH) and
the Geo Research centre
in Potsdam.

from the Zhanjiang park
The Foundation Sophia
Antipolis received a
Chinese delegation made
up of 7 representatives
from the technological
park Zhanjiang in Shanghai.
A work meeting was organised
in the morning followed
by a visit to the Ecole
des Mines and ETSI.
The pillar industries
of this technological
park are the integrated
circuits, the software,
the pharmaceutical sector
and the biotechnologies.
Until the end of the
year 2005, the technological
park Zhanjiang in Shanghai
attracted 4297 companies
with a total investment
of 13 billion dollars.
91 of them are national
and international research
centres, accumulating
4032 applied patents.

The Foundation Sophia
Antipolis received an
important Danish delegation
composed of company
directors. Known as
the VL Group (famous
fort their long tradition
in high-tech industry),
the group is part of
a network of 50 VL groups
covering the whole of
Denmark. The aim of
the visit was to encourage
relations between figures
of the park and notably
the members of the Club
Sophia Nordic Link.
Furthermore they wish
to benefit from the
expertise of the Foundation
Sophia Antipolis in
order to eventually
develop a technological
park in Denmark and
to envisage future collaboration.

of the Foundation Sophia

Friday 17th of March
2006 : Moroccan delegation
from the Fès-Boulemane
region
With the aim of cooperation
between the Foundation
Sophia Antipolis and
the region of Fès-Boulemane,
the Foundation Sophia
Antipolis received an
important delegation
of representatives from
the Fès-Boulemane
region, lead by its
president Mr. M’hamed
Douiri, on the 17th
of March. Meetings were
arranged all through
the day, notably with
representatives from
research centres, training
centres, and the CHU
of Nice as well as with
financial organisations
and organisations that
help with innovation.
The Foundation presented
the different projects
that it was working
on, notably the ones
linked to teleworking
and the installation
of telecentres as well
as those relative to
the setting up of training
from a distance, notably
thanks to the audiovisual
production centre. This
working day allowed
the determination of
the types of collaboration
between the two parties,
notably the realisation
of a study on the implementation
of a technological park
in Fès, which
was officially signed
at the beginning of
April in Fès
by the Senator Pierre
Laffitte. The other
cooperation actions
will involve the elaboration
of a competitiveness
cluster project, in
particular those of
the SCS cluster, etc.
The Foundation Sophia
Antipolis also signed
a cooperation agreement
with the Secretary of
State in charge of Professional
Training, on the last
15th of March, concerning
the proposition of a
continuous offer of
professional training,
either in person or
from a distance, on
themes linked to medical
prevention, tourism
management, sustainable
development or the management
of public markets, etc.
